It is planned as everything in Core plus 20 more cards and a plan guide. None of the extra cards are drawn and the guide is not written. Today, Complete is the same 13 cards as Core.

Today the Complete download holds exactly the 13 day cards that are in Core. If you want every card that exists, take all 23 instead — Core plus the ten night cards, one email, one download.
The plan below has no date. If any of it is drawn, it appears in the changelog with a date first.

The recovery set does not exist as cards, but two of its jobs are written up free: saying you have an allergy and asking for medicine. The allergy and “I don't understand” cards are already in Core.
